I am a Liberian from Liberia, and I think your writings also apply to my country context. There are many but very low income earners in my country who may likely take the next ten or more years of their lives to own a common Nissan Micra sedan, or may likely not own one till death.
The bikes or okada became a popular means of transportation in Monrovia and other leeward county capital cities.
However, bike riders became very unreasonable, reckless, aggressive to passengers, and most times very disgruntled to law enforcement operatives, and for the most of it careless in riding especially on the main boulevards.
This led to many unrecoverable accidents which claimed valuable lives, the destruction of properties in the ton of thousands of dollars.
Some researchers concluded in highly rated international reports that the attitudes of most bike riders was owned largely to the fact that many of them were child soldiers and former combatants of the Liberian civil war which lasted for about 14yrs.
The public outcry became a matter of national security concern. Unlike the Nigerian situation, okada has not been totally banned from flying the capital rather, they are rather restricted to stay off the principal streets at all times.
Till date, they are only freed to commute between the avenues and other feeder roads linking the different communities while heavily monitored by the police and the Motorcyclists Union taskforce.
Keke or Tuk Tuk has taken over the entire city of Monrovia and other cities in Liberia. At the moment, an average keke rider makes more than LRD$3,500.00 daily, but required by many owners to report LRD$2,500.00 for most on a hire purchased arrangements.
