There is no one-cap-fit-all answer to that question. Much depend on your experience, budget, target audience, type of content and a host of other factors. However, if you have the money to invest, I will advise you consult a social media specialist or agency so that you don’t loose your money to unproductive advertisement. If you don’t have money to get started, then you have to man-over your way through the free methods of promoting project.

Gone are the days of free promotion on the internet. Now there is almost no more free promotion as any attempt to do that will result in you spamming other peoples platform.

As long as the word “promotion” is concerned, you must have a budget for it, big or small. Like Jetro said, make sure you consult a digital marketing agency or social media specialist who will help you plan your budget and your advert.  Thank you

Nothing stops you from combining the two. Though you can’t be doing the two at the same time. As for free methods, try Facebook group posting and search engine optimization. That if you have the expertise. Then for paid option, you can as well try Facebook Ads and Google adwords. With these two options you can start getting results as soon as your ads are approved. Just make sure to integrate some conversion or analytics systems  to see how many people are coming to the blog as result of your free or paid promotion. I can provide more specific answers on the above topics if you have follow up questions,.
